Job Description: Public Sector Contracts Manager-Canada

Job Responsibilities

The Public Sector Contracts Manager-Canada is responsible for:

  1. Performing pre-contract award assessments of requests for quotations, letters of interest, solicitations, tenders and other procurement arrangements with Canadian Federal, provincial and territorial governments, as well as municipalities, and public academic institutions and schools, and higher tier contractors and subcontractors (cumulatively “Canadian Public Sector Procurements”). As part of this responsibility the Public Sector Contracts Manager-Canada:

(a) Analyzes Canadian Public Sector direct and indirect contract solicitations, Requests for Supply Arrangements (RFSA), Statements of Work, and contract awards for contractual, operational and compliance obligations;

(b) Prepares the Initial and Final Proposal Reviews;

(c) Contributes to solicitation question preparation and incorporation of appropriate information provided in customer responses to help assure that the proposal is accurate and responsive;

(d) Assists the Canadian Public Sector proposal team in obtaining and managing proposal responses from internal Subject Matter Experts (SMEs);

(e) Provides proposal preparation support to assure all solicitation requirements are addressed accurately and compliantly;

(f) Negotiates key terms and conditions of Canadian Public Sector contracts, Supply Arrangements, and subcontracts;

(g) Prepares the Contract Award Review.

  1. Managing Canadian Public Sector pricing compliance reviews to assure compliance with applicable Standing Offers and Supply Arrangements, Master Service Agreements (MSA), and option pricing.

  2. Managing Canadian Public Sector Procurement database submissions and preparing periodic Public Sector customer representations and certifications.

  3. Managing Canadian Public Sector prime and subcontracts, including providing post-contract award support for contract performance and audit issues, analyses of contract requirements, and administration of modifications, and administration of modifications, and performing pricing oversight and reporting under Canadian supplier arrangements.

  4. Actively participating in developing and implementing Canadian Public Sector contracting compliance processes, systems and training.

  5. Supporting applicable Canadian Public Sector prevailing wage compliance, including drafting and negotiating appropriate subcontractor flow down provisions.

  6. Developing and administering processes for compliance with Procurement Lobbying registration and compliance requirements of Canadian Federal, provincial, territorial, and municipal governments.

  7. Analyzing new Canadian laws, regulations and contract trends for potential impact on Public Sector business goals and objectives; functioning as domain expert and providing authoritative guidance to internal business teams on both internal and external requirements and processes relating to Canadian Public Sector contracting.

Job Requirements

Skills/Abilities-

  • Uncompromising integrity and dependability.

  • Strong background in the Public Works and Government Services Canada (PWGSC) Supply Manual, including the Standard Acquisition Clauses and Conditions (SACC) Manual, and Canada’s Trade Agreements.

  • Significant experience reviewing and negotiating Canadian commercial law terms and conditions, including limitations of liability, indemnification, and warranties.

  • Bilingual proficiency in English and French (oral and written).

  • High level of proficiency in Google Suite and Microsoft Office applications.

  • Ability to learn and effectively operate a contract repository database and automated workflow.

  • Excellent organizing, process management, time management, analytical and communication skills.

  • Strong attention to detail, particularly as it relates to adhering to contractual, statutory, and regulatory requirements and company policy.

  • Self-directed and having the ability to apply independent judgment and creativity to the resolution of contract and compliance issues.

  • Strong presentation, leadership, collaboration, and team-building skills.

  • Excellent internal and external negotiation skills.

  • Ability to excel in upper level management environment.

Education/Experience Requirements

Bachelor’s degree or equivalent plus a minimum of eight years’ business, legal or related experience is required. A minimum of five years in Canadian Public Sector contract management preferred. Master’s degree is desirable. Must be an experienced self-starter with proven ability to a handle high-volume of transactions, complexity and competing priorities.

This position reports to the Director, Iron Mountain Public Sector Contracts Management in Herndon, Virginia USA. No relocation is required.
